Short description RFT for Academic Research on the behalf of the Department of Health in relation to the future of Clinical Complaints Policy and Legislation in Ireland Detailed description A key patient safety priority for the Department of Health is the development of a new national patient complaints and patient safety incidents policy framework covering both public and private health services. This includes the commitment made in the Programme for Government to expand the remit of the Office of the Ombudsman to consider clinical judgement in health and social care complaints, defined as complaints regarding care, treatment, and diagnosis.
The purpose of this tender process is to engage a provider to support the National Patient Safety Office in researching multi-stakeholder (public, patient/ family, healthcare staff and provider) perception and expectations around the management of healthcare complaints. This includes clinical complaints such as patientcare, treatment and diagnosis within the Irish health and social care services, ultimately enabling the unit to produce recommendations to the Minister on the development of policy and legislation for these clinical complaints and specifically legislating for clinical judgement complaints to come under the remit of the Ombudsman, as specified in the Programme for Government.
