Description of the Assignment:  

 

I.          Background and Rationale

The Global Partnership for Effective Development Cooperation (GPEDC) is a multi- stakeholder platform aimed to advance the effectiveness of development efforts by all actors to deliver results that are long-lasting, and contribute to the achievement of the Sustainable Development Goals (SDGs). It was established during the Fourth High-Level Forum on Aid Effectiveness in Busan (2011), with the aim of bringing together governments from provider and recipient nations, bilateral and multilateral organizations, civil society, and the private sector, among others, as partners for development. It provides a forum for knowledge exchange and practical guidance to boost development impact, and support country-level implementation of internationally agreed principles of development cooperation.

 

The monitoring round serves as the GPEDC’s flagship instrument in assessing global and country-level progress in fulfilling commitments to Effective Development Cooperation centered on the four core principles of development effectiveness: country ownership, results-focused development, inclusive partnerships, and transparency and mutual accountability. Having participated since the first monitoring exercise in 2014, the Philippines has committed to participate in the Fourth Monitoring Round. The Philippines’ ongoing involvement in this exercise provides an opportunity for the Philippine Government and various partners in development to assess progress and address challenges in aligning their development efforts. NEDA serves as the lead coordinating agency, with Undersecretary Joseph J. Capuno as the National Coordinator and the National Economic and Development Authority-Monitoring and Evaluation Staff (NEDA- MES) as the core Philippine Secretariat.

With the support of UNDP Country Office in the Philippines, the Philippine Government, through the NEDA, has successfully launched the Fourth Monitoring Round in the Philippines in 2024. Following the completion of data collection activities and receipt of the findings processed by the GPEDC Joint Support Team (JST) in November 2024, the Philippine Government is committed to building on the achievements of the initial phases of the monitoring exercise through the conduct of the final and most crucial phase of the monitoring exercise: Reflection, Dialogue, and Action. This stage is critical in ensuring that the findings from the monitoring exercise, derived from the collected data, are effectively institutionalized within various national systems and processes through concrete actions and meaningful political dialogue.

 

II.        Project Objectives, Relevance, and Purpose

 

Similar to the previous assistance provided by UNDP, the deployment of a local consultant is crucial in supporting the NEDA-MES/ Philippine Secretariat to conduct necessary activities for the Reflection, Dialogue, and Action phase of the monitoring round. The engagement will mainly involve:

·       Preparations for and facilitation of focused stakeholder consultation meetings and a multi-stakeholder workshop to reflect on evidence generated from the data collection stage and thresh out actionable items;

·       Analysis of inputs and preparation of a final action plan document detailing formulated recommendations and responsible actors, and mechanism to periodically monitor commitments, among other necessary documentations; and

·       Preparations for and support during the high-level multi-stakeholder forum to solidify commitments towards maximizing the impact of development cooperation in the country.

The Local Consultant shall be engaged for 66 days or three (3) person-months spread over five months (from May-September 2025), to assist the NEDA-MES throughout the Reflection, Dialogue, and Action phase.

 

III.      Scope of Works

The Local Consultant shall perform/conduct the following tasks and activities, to wit:

  1. Review the monitoring results, as well as the documents/outputs prepared during the inception, data collection, and pre-action planning stages of the Fourth Monitoring Round;
  2. Quality-assure the outputs of the Support Personnel who will be engaged simultaneous with the Local Consultant to support the Philippines’ participation in the Fourth Monitoring Round;
  3. Directly coordinate with the OECD-UNDP Joint Support Team (JST) and relevant stakeholders, and seek guidance on matters related to the exercise;
  4. Draft communication to relevant stakeholders and senior government officials; 
  5. Liaise with national government agencies (NGAs), development partners (DPs), and the focal points of various stakeholder groups for any concerns related to the monitoring exercise;
  6. Gather, consolidate, analyze, and synthesize the inputs of participating stakeholders identifying areas of attention and potential actions to be committed;
  7. Lead the preparations for, administer, and facilitate the stakeholder meetings/dialogues, action planning workshop, and high-level forum for the Fourth Monitoring Round;
